El presidente Alberto Fernández se reunirá hoy en la Casa Rosada con el ministro de Agricultura, Ganadería y Pesca, Julián Domínguez, para definir cuál será el aumento en las retenciones que aplicará próximamente el Gobierno nacional luego de que el domingo se dispusiera cerrar los registros para nuevas exportaciones de aceite y harina de soja.
Fuentes de Balcarce 50 dijeron que se estudian varias alternativas, como la de crear un fideicomiso como el del trigo, pero que la más firme es la posibilidad de que se aplique el diferencial de derechos de exportación entre lo que tributa el poroto de soja (33%) y los que pagan los subproductos, como la harina y el aceite de ese cereal, que es del 31%. Ese diferencial rige desde el 1° de enero de 2021.
Una suba de retenciones por encima de ese monto debería pasar por el Congreso. En el gobierno, teniendo en cuenta las tensiones internas del Frente de Todos que quedaron en evidencia en el reciente debate en la Cámara de Diputados por el principio de acuerdo con el Fondo Monetario Internacional, no quieren arriesgarse a un nuevo fracaso parlamentario.
Tanto el Presidente, que llegó en helicóptero desde Olivos a la Rosada a las 11.24, como Domínguez se mantienen en contacto permanente con los ministros de Economía, Martín Guzmán, y de Desarrollo Productivo, Matías Kulfas, con el objetivo de coordinar estas acciones. “Serán medidas consensuadas”, sostienen en Casa de Gobierno. Y agregaron que el jefe de Gabinete, Juan Manzur, mantiene, además, conversaciones con los gobernadores para informarlos al respecto.
En la Casa Rosada también deslizaron que se esperaban novedades sobre el aumento de las retenciones antes de la noche de este lunes en el que también se producirá la exposición de Guzmán en el Congreso de la Nación ante el Senado, junto a Manzur, en el marco del proyecto de renegociación de la deuda externa ante el FMI.

El presidente de la Federación Agraria Argentina Carlos Achetoni aseguró en declaraciones a radio Rivadavia esta mañana que la suspensión de las exportaciones de harina y aceite de soja “es un mal indicio y una mala señal para todo el sector”. Según sus estimaciones el Estado Nacional podría recaudar U$S 400 millones anuales extra.
“Nos sorprendió la decisión del Gobierno de cerrar el registro de exportación de harina y aceite de soja. No sé si es legal, creo que esa medida debería pasar por el Congreso, pero están buscando algo para evitar el debate parlamentario, donde podríamos dar batalla”, expresó el dirigente.
Por su parte, el presidente de la Confederación de Asociaciones Rurales de Buenos Aires y La Pampa (CARBAP) Horacio Salaverri, aseguró que el campo “no puede soportar” un nuevo aumento de las retenciones. El dirigente consideró que la decisión del Gobierno de suspender las exportaciones de harina y aceite de soja “no tiene otro sentido que no sea el de incrementar la recaudación. Juntar dinero y nada más”, en radio La990.
En el mismo sentido se manifestaron los gobernadores de Santa Fe, Omar Perotti, y de Córdoba, Juan Schiaretti, que representan a dos provincias de la denominada “zona núcleo” donde se encuentra gran parte de la cosecha de soja en nuestro país y también el jefe de Gobierno de la Ciudad de Buenos Aires, Horacio Rodríguez Larreta.
“En relación al cierre de las exportaciones de harina y aceite de soja rechazo esta medida porque perjudica la producción cordobesa y va en contra del ingreso de divisas que son necesarias para nuestro país”, publicó en Twitter Schiaretti, el gobernador cordobés.
“La suspensión de las exportaciones de harinas y aceite de soja, frenará el ingreso de las divisas que necesita el país. Se debe tener cuidado con incentivar a la desindustrialización. Lo que necesitamos es agregar valor, generar empleos y lograr inversiones”, sostuvo Perotti..
En una larga serie de tuits, Rodríguez Larreta, entre otros conceptos, escribió este domingo que “esta decisión errónea, tomada justo después del despliegue fabuloso que fue Expoagro, termina funcionando como un alerta a todos los que quieran invertir en nuestro país: si te va bien, el gobierno se va a asociar para sacarte una parte.
