Romero, subrayó el carácter participativo y asambleario de la gestación del Congreso, ‘que determinó entre otros puntos que la sede oficial sea la UNCAUS, en Sáenz Peña, para promover la descentralización y una política federal e inclusiva que ponga las discusiones al alcance de todos y de odas; decidió también haya expositores invitados de Entre Ríos, Misiones y Córdoba, que vendrán a enriquecer el debate con sus experiencias en cuanto a legislación en la materia.‘
